The Two Puppies in the Well

There was once a small, beautiful village. The villagers drank water from a common well. The water was crystal clear, wholesome, and health-giving, so the people rarely fell ill. The well was dear to everyone.

One day, two puppies accidentally fell into the well while playing. They died there, and their decomposing bodies contaminated the water. Soon the entire well was filled with a foul smell.

The whole village gathered. They tied buckets and pots to ropes, lowered them directly or through a pulley, and kept drawing water out. The well was large and deep, so it took an entire day to empty it.

During the night, groundwater seeped back in and refilled the well. The next morning everyone came carrying buckets, pots, and earthen pitchers. The previous day’s remaining water had sufficed for one day, but now many households had run out of water and people were anxious.

But to their disappointment, the foul smell remained. The water was still unpleasant.

Once again, the entire village emptied the well. By evening it was dry. Overnight, groundwater filled it again. The next morning the villagers returned, but the stench had not disappeared.

The same effort continued on the third day, the fourth day, and even the fifth. Every day they emptied the well, yet the foul odor persisted. Meanwhile, they somehow managed by fetching water from distant places, but the loss of their main water source caused great hardship. They also feared disease, yet no one could find a solution.

One day, a wandering sage happened to pass through the village. Seeing everyone gathered around the well, he walked over out of curiosity. After asking what had happened, he learned that the villagers had been emptying the well for nearly a week, but the water still smelled foul.

The sage asked, “You said two puppies fell into the well. Have you removed their bodies?”

The villagers looked at one another in embarrassment. They had not.

The sage smiled and said, “Bring a pair of tongs first. Remove the dead puppies before trying to clean the water.”

A young man immediately fetched a pair of long tongs. They tied them to a rope, lowered them into the well, searched carefully, and finally pulled out both carcasses. Only then did they empty the remaining water.

That night the groundwater seeped in once more, and by morning the well was filled with fresh, clear water.

The villagers drew water. There was no foul smell. They drank it with joy, filled their pots and pitchers, and some even bathed beside the well. The village rejoiced at having regained its pure water. Drums were beaten, celebrations were held, and everyone praised the wisdom of the sage.

Our mind and heart are, by nature, pure and luminous. The clearer the mirror, the more perfectly it reflects the sun. Yet over time, through impressions, company, and misguided understanding, two “puppies” fall into the well of the heart—attachment (rāga) and aversion (dveṣa). They pollute the entire inner being.

We may observe fasts, undertake pilgrimages, sing devotional hymns, attend spiritual discourses, and perform many religious practices. But until these two dead puppies—attachment and aversion—are removed from within, the impurity remains.

No one else can remove them for us. A teacher or a saint can only show the way. The actual cleansing must be done by our own effort.

The day attachment and aversion disappear, the six inner enemies (ṣaḍ-ripu)—lust, anger, greed, delusion, pride, and jealousy—also begin to lose their hold.

Then, through direct insight, scriptural wisdom, and the guidance of the Guru, we recognize our true nature as Sat-Chit-Ananda—Existence, Consciousness, and Bliss Absolute—both within ourselves and throughout creation.

The moment this realization dawns, devotion flowers naturally. One feels like dancing and singing in gratitude:

“Every breath is my worship of You; every moment is Your sacred offering.”

“Tie anklets to my feet, and then watch me dance.”

Sarvam Shivam — All is Shiva.
Vāsudevaḥ Sarvam — Vasudeva is everything.
Sarvaṁ Khalvidaṁ Brahma — Verily, all this is Brahman.

A Symphony of Birds Around My Home

To the right of my house is a beautiful garden with a pond at its heart. Another garden lies directly in front of the house. During the monsoon, everything around turns lush green. It is the charm of a village nestled within a city. Birds gather here in abundance throughout the year.

Although they visit in every season, their presence is especially overwhelming during the monsoon, particularly in June and July. It is the breeding season, and the sky resonates with their calls. So many birds assemble here that from sunrise until about 8:30 in the morning, their melodious chirping swells into a joyous chorus. After resting through much of the day, they begin singing again as the sun sets.

The pond attracts numerous Red-wattled Lapwings, which spend day and night calling in their unmistakable refrain that sounds like “Did you do it?” They remain constantly alert, guarding their eggs and chicks. Unlike most birds, they do not perch on trees but wander tirelessly along the water’s edge on their long, slender legs. The lapwing is perhaps the only bird that flies and calls even at night.

Few creatures display such vigilance. It reminds me of the old tale: when the sea washed away the lapwing’s eggs, the tiny bird resolved to empty the ocean, carrying away grains of sand one by one in its little beak. It cared neither how long the task would take nor whether it would live to see its completion. What mattered was its unwavering determination.

“Kuhu… kuhu…” sings the cuckoo.

“The cuckoo sings ‘kuhu kuhu’,
While bees hum through every grove.”

How can the transition from summer to the monsoon pass without hearing the cuckoo’s enchanting call?

The male cuckoo, restless in search of his mate, begins singing even before dawn—often before the rooster announces the morning. The female remains comparatively silent; it is the male that fills the air with music.

The male cuckoo is glossy black with a bluish sheen, while the female is brown and speckled like a partridge. She has striking red eyes and a long tail. Since crows threaten her eggs, she cleverly lays them in a crow’s nest. By the time the unsuspecting crow realizes the deception, the young cuckoos have already hatched and flown away.

A famous Sanskrit verse captures their contrast beautifully:

“The crow is black; the cuckoo is black.
What then distinguishes the two?
When spring arrives,
The crow remains a crow,
But the cuckoo reveals itself by its sweet song.”

One who learns to speak sweetly has already achieved much in life. Whether one is fair or dark, tall or short, a gentle voice makes life easier and relationships warmer.

Then comes the Pied Cuckoo (Papiha or Chatak).

“The papiha keeps calling,
My heart forever longs,
Forever thirsty…”

Its plaintive call, sounding like “Pi kahan? Pi kahan?” (“Where is my beloved?”), has become a symbol of longing and separation. With the arrival of the rains, its voice echoes constantly through the countryside.

This is also its breeding season. The male repeatedly utters a three-note call, the middle note being the longest and most intense. The rhythm gradually rises in pitch before suddenly stopping, only to begin again. It continues almost tirelessly throughout the day, into the evening, and until dawn.

The bird resembles a small hawk in appearance and flight, yet it is completely harmless. Like the cuckoo, it does not build its own nest but lays its eggs in the nests of other birds.

Then comes our national bird—the magnificent Indian Peafowl.

“My heart dances in delight,
As rain clouds gather
And the earth grows wet.”

Where else would the peacock belong but in the monsoon?

The male peacock cries loudly in regal tones, spreads his magnificent tail into a shimmering fan, and dances tirelessly to attract the peahen. The peahen appears modest and reserved, making him work hard for her attention. A lonely peacock calling in separation evokes sadness, but one dancing in the rain fills the heart with joy.

Crows are no less abundant.

Their harsh “caw, caw” echoes through the gardens as they fly from tree to tree, eating the eggs of many other birds. Yet even they are cleverly deceived by the cuckoo, which entrusts them with raising its young.

Every child knows the famous story of the thirsty crow. Unable to reach the little water left in a pitcher, the crow patiently drops pebble after pebble into it until the water rises high enough to drink. The tale teaches perseverance and intelligence.

In Hindu tradition, Kakabhushundi is revered as a sage. During Shraddha ceremonies, food offered to departed ancestors is traditionally first given to a crow.

Crows also display remarkable social behaviour. When one dies, others gather around silently, as though paying their final respects, before flying away. A dog hides its food to eat alone, but a crow calls out to its companions whenever it finds something to eat. It teaches us the value of sharing.

The House Sparrow has become less common than it once was, yet it still survives.

Amidst the chorus of larger birds, its tiny “chee-chee-chee” reminds us that it too is present.

My grandchildren, Hiranya and Dhairya, often recall their favourite childhood story:

“The little sparrow brought grains of rice, the little sparrow’s mate brought mung beans. Together they cooked khichdi… but who ate it?”

For generations, this simple tale has delighted children.

A pair of Sarus Cranes also visits our neighbourhood.

Their voices may not be melodious, yet they are among the most devoted of birds. Their lifelong companionship seems almost like a gentle reminder to husbands and wives who quarrel—that love and togetherness are life’s greatest treasures.

On the pond glide egrets, spoonbills, and little grebes. Their calls rarely reach us, but watching them while taking a morning walk beside the water brings immense peace and happiness.

A pair of partridges also visits our home, pecking happily at scattered sorghum grains before disappearing into the shrubs. To a meat eater they might seem tempting, but within the safety of our garden they remain protected.

The dawn chorus is completed by countless other birds:

the rooster with his confident crow, the pigeon with its gentle cooing, the dove’s soft “ghu-ghu”, the bulbul’s cheerful melody, the parrot’s sharp whistle, the ever-imitative myna, the tailorbird’s delicate notes, the rhythmic tapping of the woodpecker, the resonant call of the hoopoe, the kingfisher’s vibrating cry, the lark’s prolonged song, the sweet voice of the bushlark, and the constant chatter of the Seven Sisters (Jungle Babblers).

Each one announces its presence, adding another note to nature’s grand orchestra.

My home has become a sanctuary where birds find shelter, companionship, and song.

All the birds are welcome here. This is their home as much as it is mine.

A Tribute to Shri Vijaybhai Rupani (Part 1)

Shri Vijaybhai Rupani was born on 2 August 1956 in Rangoon (Yangon), Burma. Following political instability in Burma, his family returned to Gujarat in 1960. Alongside his education, he began his public life in Rajkot. During the Emergency imposed in 1975, he was arrested under the MISA (Maintenance of Internal Security Act) in 1976 at the age of just eighteen—a reflection of his early political commitment. His eleven-month imprisonment in Bhuj and Bhavnagar became a formative period, helping him build lifelong political friendships and mature as a public figure. It was during his organisational work in the party that he met his future wife, Anjaliben, who was also a dedicated party worker.

Rajkot remained the field of his public service, Gandhinagar became the seat of his political authority, and ultimately Ahmedabad became the city from which he bid his final farewell. Gujarat today has lost a simple, gentle, and dignified gentleman. His journey of 68 years and 10 months, both in life and in public service, stands as an inspiring example.

His political career began as a Councillor in the Rajkot Municipal Corporation. He later became Chairman of the Standing Committee, then Mayor of Rajkot, and eventually rose to the highest office in the state as the Chief Minister of Gujarat.

He became the third Chief Minister of Gujarat to complete a full five-year term. When Shri Vajubhai Vala was appointed Governor of Karnataka in 2014, Vijaybhai’s political fortunes took a decisive turn. Immediately after winning the 2014 by-election and entering the Legislative Assembly for the first time, Chief Minister Smt. Anandiben Patel entrusted him with important portfolios including Transport, Labour and Employment, and Water Supply.

Once, during his tenure as a minister, he woke up at night to use the washroom, slipped, and struck the back of his head on the bathroom ledge. Bleeding heavily, he quietly went to Ahmedabad Civil Hospital, received stitches, and returned home. The very next morning, with his head bandaged, he attended the Wednesday Cabinet meeting as usual. It was a striking example of his dedication and work ethic.

Perhaps destiny still had greater responsibilities in store for him. In February 2016, he became the President of the Gujarat unit of the Bharatiya Janata Party. As Chief Minister Anandiben Patel approached the party’s informal age limit of seventy-five years, political circles widely believed that Shri Nitinbhai Patel would succeed her. However, the political situation changed dramatically within a day, and by the evening meeting, Vijaybhai Rupani emerged as the chosen leader. Gujarat thus received a Chief Minister known for his sense of justice, humility, and concern for the poor.

Vijaybhai became Chief Minister while Shri Nitinbhai Patel assumed office as Deputy Chief Minister. As the senior leader, Vijaybhai bore the responsibility of maintaining coordination within the government and the party. A lifelong organisation man, he approached this task with remarkable patience, restraint, and composure—keeping “ice on his head and restraint on his tongue.” His calm leadership helped the party navigate the fiercely contested 2017 Gujarat Assembly election, after which he returned to office for a second consecutive term as Chief Minister, completing a full five-year tenure.

Vajubhai Vala would often joke with affection, saying, “What divine blessings has this man received? It took us a lifetime to climb the political ladder, while fortune keeps placing garlands around his neck without obstruction.”

Rajkot has given Gujarat three Chief Ministers—Keshubhai Patel, Narendra Modi, and Vijaybhai Rupani. Vijaybhai played a major role in Rajkot’s transformation. The city expanded rapidly, acquired modern infrastructure, received a new airport, an AIIMS, and a six-lane highway connecting Ahmedabad and Rajkot.

From the day he became Chief Minister, he remained a strong advocate of water conservation and the maximum utilisation of Narmada waters, helping Gujarat sustain its agricultural growth while ensuring that drinking water shortages did not arise. During the severe floods in Banaskantha, he camped in the district for nearly two weeks, personally supervising relief operations, compensation payments through direct benefit transfers, and rehabilitation measures.

During his five years as Chief Minister, Gujarat continued to grow in prosperity, stability, and development. Whether presiding over Cabinet meetings or departmental reviews, Shri Vijaybhai Rupani patiently allowed officers to present their views in full and readily accepted sound suggestions. Whenever he disagreed with a proposal, he expressed his reservations naturally and courteously, without causing embarrassment to anyone.

During the demonetisation of 2016, when the Government of India initially struggled to supply sufficient new currency notes, he openly remarked that those advising the Prime Minister should have ensured that an adequate stock of new notes had been printed before implementing such a major decision.

When Shri Vijaybhai assumed office as Chief Minister in August 2016, I had only recently taken charge as Additional Chief Secretary, Urban Development Department. During that period, we were able to accelerate long-pending Town Planning Scheme approvals, introduce a Common General Development Control Regulations (GDCR) for urban local bodies, establish RERA in Gujarat, advance the Smart Cities Mission, and help Gujarat achieve the top national ranking in the Swachh Survekshan.

Later, when I was transferred to the Health Department, our work continued with equal vigour. We established new medical colleges, significantly increased medical education seats, and realised the vision of a comprehensive Medical City at Ahmedabad Civil Hospital. We built the new U.N. Mehta Institute of Cardiology, operationalised its 1,200-bed hospital, completed new Dental and Eye Hospitals, finished two major blocks of the Cancer Hospital, and brought the Kidney Hospital close to completion. In Rajkot, besides strengthening hospitals under the Prime Minister’s schemes, we also secured approval for AIIMS Rajkot. Through new buildings, modern equipment, and upgraded healthcare services, Gujarat substantially enhanced the quality and reputation of its public health system.

A domestic circumstance interrupted my tenure in Health, and I spent the final ten months of my service in the Agriculture Department. Looking back, I believe that destiny places us where we are most needed. Under the guidance of Governor Shri Devvrat Acharya, I had the opportunity to help lay the foundation for Gujarat’s Natural Farming Movement and implement the state’s Seven Steps for Farmers’ Welfare, making that assignment equally rewarding.

During the preparation of the 2020 State Budget, I actively participated in discussions relating to social sector schemes. As a result, several successful long-standing welfare programmes were retained while new initiatives were introduced. When newspaper headlines highlighted these achievements, Vijaybhai smilingly remarked to me, “Parmar, today it is you who is appearing in all the newspapers.”

While serving in the Agriculture Department, we found that under the Government of India’s Pradhan Mantri Fasal Bima Yojana, the State Government had been paying substantial insurance premiums for years, yet insurance companies often denied Gujarat’s farmers adequate compensation on technical grounds. It had become an unfavourable arrangement. We prepared a detailed presentation, examined various alternatives, and persuaded the State Government to withdraw from the central scheme and introduce Gujarat’s own Mukhyamantri Kisan Sahay Yojana. The new scheme benefited thousands of farmers every year and, even after making compensation payments, resulted in considerable savings compared with the premiums previously paid.

Recognising that government agricultural colleges alone could not meet the demand for agricultural graduates in a state where nearly sixty percent of the population lived in rural areas, Vijaybhai encouraged greater participation by private institutions. Acting on his guidance, we expanded opportunities for agricultural education.

My first professional interaction with him, however, dated back much earlier. Around 1998, when Shri Keshubhai Patel was Chief Minister, Vijaybhai chaired the Election Manifesto Committee and, later, the Twenty-Point Programme Committee. Even then, he personally telephoned officers to review progress and encouraged them to achieve development targets.

Before becoming a minister and later Chief Minister, he had served for six years as a Member of the Rajya Sabha. He also discharged his responsibilities effectively as Chairman of the Gujarat Tourism Corporation and Chairman of the Gujarat Municipal Finance Board, earning respect for his administrative abilities.

There was a time when the tenure of Chief Secretary Shri J. N. Singh was nearing its end. According to seniority, Shri Arvind Agrawal was next in line. My batchmate, Shri Anil Mukim, was then serving as Secretary to the Government of India in New Delhi. In the past, officers such as Shri P. K. Laheri, Shri Jagdish Pandian, Shri G. R. Aloria, and Shri J. N. Singh had all become Chief Secretary despite the presence of officers senior to them. Therefore, if Shri Arvind Agrawal was not selected and Shri Anil Mukim did not return from Delhi, an opportunity might have opened up for me.

Vijaybhai had candidly told Shri Arvind Agrawal that he was not inclined to disregard the principle of seniority, but that the final decision would ultimately be made in Delhi. When I once asked him about my own prospects, he replied with characteristic simplicity: “Parmar, you know how these matters work. Go and meet Shri P. K. Mishra in Delhi. I do not wish to repeat the mistake made during Anandiben’s time.” Never before had we seen a Chief Minister speak with such openness, honesty, and complete absence of political pretence.

When the COVID-19 pandemic and nationwide lockdown began in March 2020, I was entrusted with the critical responsibility of monitoring the treatment protocols for seriously ill COVID patients. While the administration was occupied with enforcing lockdowns, expanding hospital infrastructure, and admitting positive patients, we focused on conducting daily video conferences, reviewing every COVID death through systematic death audits, and continuously refining treatment protocols. This approach helped improve clinical outcomes during an extraordinarily difficult period.

After completing thirty-five years in the Indian Administrative Service, I retired on 31 July 2020, during the height of the pandemic. I could sense that Vijaybhai genuinely wished to retain my services after retirement, but for reasons beyond his control, he was unable to do so. The disappointment on his face was evident. Before my retirement, he had told me on several occasions, “Parmar, we have certainly decided to utilise your services.” Unfortunately, circumstances changed.

A few months later, he appointed me for a three-year term as a Member of the Gujarat Police Complaints Authority. He perhaps did not realise that the assignment involved only one or two meetings a year with an honorarium of merely ₹1,500 per sitting. I believed that, given his word, he would eventually entrust me with a more meaningful responsibility. But before that could happen, his tenure as Chief Minister came to an end.

Thus, our period of working together concluded. Yet the years we spent together remain among the most memorable of my career. He truly lived the ideal of a Karmayogi. He personally remembered to send us an invitation to the wedding of his son, Rishabh, and when we attended, he welcomed us warmly and happily posed for photographs.

While serving as Chief Minister, he sent his son Rishabh to the United States for higher education, where he lived the simple life of an ordinary student rather than enjoying the privileges often associated with the children of powerful politicians.

Our relationship was marked by unusual warmth and openness. Whenever I wished to offer a suggestion or draw his attention to an important matter concerning the state’s interests, I could send him an SMS without hesitation. He invariably replied. This proved to be an efficient way of communicating important issues directly. He always spoke with affection, listened patiently, and never displayed arrogance or affectation. After my retirement, when I completed my Ph.D., he warmly congratulated me. Whenever mutual friends met him, he spoke highly of me.

He never indulged in criticising others or advancing himself by pulling others down. Although he occupied the highest office in the state, the pride of power never touched him. Some political leaders avoid even looking at those they dislike. Vijaybhai was entirely different. Whoever came before him was received with genuine warmth and humanity that naturally shone through his face.

He had a deep concern for the welfare of the backward classes, particularly the Scheduled Castes. A charitable organisation associated with his family in Rajkot has long worked for the upliftment of disadvantaged communities. Years earlier, his son Pujit tragically lost his life after falling from the terrace of his in-laws’ house in Ahmedabad during the Uttarayan festival. In his memory, the Pujit Memorial Charitable Trust has continued to perform exemplary service for the underprivileged.

Ironically, after suffering a head injury in a bathroom fall in 2016, he received treatment at Ahmedabad Civil Hospital before assuming office as Chief Minister. Years later, following the tragic air crash, fate seemed to call him once again through the same Civil Hospital in Ahmedabad on his final journey.

Perhaps the Almighty had reserved a noble task for him on the Siddhashila, the liberated realm described in Jain philosophy. With his untimely departure, Gujarat has lost one of its finest sons. Along with the seven crore people of Gujarat, our own family also deeply mourns this loss.

Our heartfelt prayer is that the Supreme Lord may bless his soul with eternal peace and the highest spiritual destination.

Dear Vijaybhai, you will always remain in our memories.

Om Namo Arihantanam.

Dr. Punamchand Parmar (IAS:1985)
