Chit of Objectivity

The Gujarat Public Service Commission is in revamping mode. Known for its delay in recruitment, it becomes vibrant these days in its recruitment calendar. Every alternate day, one may read some advertisement or notice in News papers given by the GPSC. The confidence level of the Commission is seen in declaring a long list of dates of various examinations in advance.

Recruitment as such may be a routine exercise for any Commission but GPSC has done something unique in the interview system for the gazetted posts recruitment recently. Generally,  the interview boards are chaired by the Chairman or one of the members of the PSC. Each interview board will consist  of a Chair person, technical experts and a government representative. Mostly the constitution of the interview board is pre decided and the candidates are appearing before the board as per their turn of allotment. Some candidates may find out board details and it's constitution in advance, and may try to approach the board members to influence the recruitment procedure.

The new Chairman of the GPSC has changed the interview procedure and made it objective through the chits. During the interview days, all the Chairmen and members of the interview boards assemble together at a common meeting place at 10.55 am. Then each one of them will lift a chit from a box. The chit carry the number of the interview board room in which the interviewer will go. Every morning they do the same exercise, till the entire lot of interviews get over. The constitution mix of each board members is changing everyday as it is determined through the chit just 5 minutes before the interview.

Similarly, for the candidates, there are chits carrying the interview board number. Each candidate lifts the chit from the box when his/her turn of interview comes. The chit suggests in which room he will go for the interview. As the board number and their constitution are unknown to the candidate till the last moment, he/she can't approach them and influence the selection procedure. 

One more thing is observed that when there are more boards taking the interview, the marks of the candidates vary across the boards. If one board is liberal in giving marks and the select list will carry more candidates from that board. And the candidates facing the conservative board will be the highest losers. But the GPSC has streamlined that too by reducing the gap of marks  to the level of <1 across the boards.

There used to be complaints of subjectivity in giving low marks to the reserve candidates so that they can't claim general seats and remain within the reserve quota. But with the new system of objective marking, all meritorious candidates from all categories have chance to top the list.

Yato Jayas, Tato Dharma

Yato Jayas Tato Dharma

There is a phrase in Sanskrit  यतो धर्मस्ततो जयः' Yato Dharmas Tato Jayaḥ "Whence dharma, thence victory". It is the motto of our Supreme Court. 

The epics of Ramayana and Mahabharata describe the victory of Dharma over Adharma. 

What is Dharma? That which holds. That confers worldly joys and leads to supreme happiness. The path of righteousness, and living life according to the code of conduct described in the scriptures. And these are mainly, the Common Code of Conduct prescribed by the Society. They need not to be judicious and based on the principle of liberty, equality and justice. It is moral law combined with spiritual discipline.

Bhagavat Purana, righteous living or life on a dharmic path has four aspects: austerity (tap), purity (shauch), compassion (daya) and truthfulness (satya); and adharmic or unrighteous life has three vices: pride (ahankar), contact (sang), and intoxication (madya). Manu Smriti prescribes 10 essential rules for the observance of dharma: Patience (dhriti), forgiveness (kshama), piety or self control (dama), honesty (asteya), sanctity (shauch), control of senses (indraiya-nigrah), reason (dhi), knowledge or learning (vidya), truthfulness (satya) and absence of anger (krodha). Manu further writes, "Non-violence, truth, non-coveting, purity of body and mind, control of senses are the essence of dharma". 

Did they follow the Dharma?

Eklavya and Karna were the victims of those days Dharma. The society neither allow the tribal boy nor the Suta Putra to take education of their choice. Suyodhana was the first prince of Hastinapur (Delhi) in ancient history who challenged the social code of inequality and made Karna the King of Anga Desh (present Assam) and Eklavya the King of Nagas (as per tales). Entire epic is a story of action and reaction chain of taking revenge of their insults. 

Kshatriya Dharma, the word used the most in the epic was to keep other communities away from the power. But were the Pandvas Kshatriya? If we consider the Varna from the father side, they were not Kshatriya. They were Mantra Putras, born out of the ancient mantra system (may be the Niyoga) of calling five different Devas to bless Kunti and Madri with the babies, the five Pandavas. Their customary father Pandu was carrying a curse, therefore was unable to mate and get the children. However, he was also not a Kshatriya. He was a son of Ambalika and Ved Vyasa, the Brahmin son of Parashar, born from the sexual act of Parashar with an unmarried girl Matshyagandha (Satyavati), the beautiful daughter of a fisherman. 

If we consider the Varna from the mother side, Kunti was a daughter of Yadava King Shursena ( adoptive daughter of Kuntibhoja) or may be a kshatriyani princess from Afghanistan (as per another tale) married to an anemic Pandu, the King of Hastinapur. She was sister of Vasudev and therefore fufi (aunt) of Lord Krishna in relation. Pandu's mother was Kshatriyani, Ambalika, the daughter of Kashiraj Kashya.

The Chief of the Army, Devvrata Bhisma, first son of King Shantanu abducted three daughters of Kashi King by force from the Swayamvar for his step brothers, Vichitravirya and Chitravirya. He had to leave Amba, later became Shikhandi, the cause of his death in the war of Mahabharata.  When both the sons of Satyavati, Vichitravirya and Chitravirya  committed suicide doubting over her relation with their step brother Bhisma, and died childless, Satyavati invited her first son Ved Vyasa to father the children (Dhutrastra and Pandu) of the two widows of Vichitravirya through niyoga. The maid also went for niyoga and gave birth to Vidur. Niyoga with widows and their children were accepted as Dharma. Bhisma abducted Gandhari from Gandhar for his blind nephew, Dhutrasta. The kin Shakuni (5Y), losing the dynasty, then became the key conspirer to destroy the kingdom of Hastinapur. The story reveals that the family was not getting brides from the respected families of Kshatriyas of those days.

Arjun, the son of Indra won Dropadi in Swayamvar by wield and string the bow, hits the fish eye. But Dropadi had to marry all five Pandavas and to live as a common wife of them sharing bed with each one of them for a year in turn and gave birth to five children (Prativindhya, Sutasoma, Srutkarma, Satanika and Srutsena). They didn't survive in the war of Mahabharata and the son of Abhimanyu, Parikshita became the successor of the crown of Hastinapur. From maternal side, Abhimanyu was a son of Subhadra, the Yadava sister of Lord Shri Krishna. 

Dhutrasta the eldest son of Ambika and Vichitravirya was denied the Throne, on the argument of his blindness. But when Pandu went to forest after the curse, he was made the King with compromised law. The third son Vidur was not made King because he was a son of a maid, though his father was the same Ved Vyasa. Gandhari, the wife of Dhutrasta delivered 101 children through pots (present day test tube babies). They were the legitimate children of Dhutrastra. Pandavas were not the Children of Pandu, but were the children born out of Mantras of five deities. 

Nobody has discussed the killing of innocent forest dwellers in Khandavprashtha. In Varnavat, the Nishad mother and her five children were given sedative food and were killed in fire replacing Kunti and Pandavas. Nobody has discussed the events of killing of unarmed Lakshman, the son of Suyodhana by Abhimanyu. Nobody has discussed the abduction of Lakshmana, the daughter of Suyodhana, by Samba the son of Lord Krishna. 

Pandavas followed the code of the society and Suyodhana followed his inner voice. Whatever Pandavas did including sharing Dropadi as common wife, gambling her on Chausar, marrying Rakshashi Hidimba, marrying Naga princess; killing of Bhisma, Drona, Karna, Suyodhana, etc, by violating war rules, were called Apad Dharma. And whatever Suyodhana did making Karna and Eklavya the Kings by breaking the caste system, winning Dropadi in Gambling after she insulted him by calling a blind son of a blind, her molestation, killing of Abhimnayu, etc, were called Adharma. His question of the legitimacy of Pandavas on the Thorne as illegitimate sons of Pandu was never been answered.

Bhishma, Vidur, Drona, Kripacharya, Karna all joined hands with Sutodhana, but were defeated against the wisdom and strategy of Lord Krishna. Both the sides were lead by Mamus (Shakuni and Krishna) in strategy. Pandavas won the war and their side was identified as the side of Dharma. None in the story can be identified as the "Pure Kshatriyas", still it was a Dharma, opposing the lower caste to participate in power.

धर्मो रक्षति रक्षित:'dharmo rakhshati rakshtia "Dharma Protects those who protect the Dharma" . But the Dharma vary, from place to place and from people to people. 

History is written by the victors. Yato Jayas Tato Dharma.

Hinduism believes in the theory of rebirths and the fate, marriages are made in heaven. The Seven circle around the holy fire tie the couple for 7 lives. And in each life, they tie and add on more lives and make the tie eternal.

This is Hindu month of Ashadha, the days of Gauri Vrata by the unmarried girls. They observe partial fast for four days (11-15) and worship Goddess Parvati to get husband of choice. And once they marry, they sustain with the relation forever, how so ever the husband may be. Padyu Paniyu nibhavi levanu! The culture comes from the ancient tales. One of the tales of Savitri-Satyavan was very popular.

Savitri a beautiful daughter of a king was searching for a prince/husband of her choice. One day she reached a dense forest, where dwelt a king old and blind who had lost his kingdom, living in a small hut with his wife and son. The son Satyavan, a handsome prince, serving his parents by bringing food by chopping wood and selling it in the countryside. Savitri fell in love with Satyavan, selected the penniless prince as her husband. Satyavan was carrying a curse, and had life of a year only. But Savitri remained firm in her decision and married to Satyavan. After a year, when the last day of Satyavan's life arrived, she went with him in the jungle, tired Satyavan lay down resting his head in Savitri's lap, and a tall dark figure, Yama, the God of Death come to take Satyavan. When the soul left the body of Satyavan and Yama was about to leave, Savitri ran after him and pleaded either to take her with him or to give back Satyavan. Finally Yama asked her to demand a boon. Wise Savitri asked to have wonderful sons. Tathastu (so be it), Yama granted her the boon. But how can I have sons without my husband? Yama had to surrender to her love demand and returned the life of Satyavan. A Hindu woman can bring her back from death. Love is blind. Savitri chose a noble man, who had only a year to live, married him and brought him back from death with her love and devotion.

Lakshmi met a daughter of a modern Savitri Satyavan couple Rameshbhai and Sharadaben (52-50 years age) in Surat yesterday. When Rameshbhai's liver died due to jaundice 12 years ago, she donated a piece of her liver, and gave him new life. Again, when both of his kidneys died, 10 years ago, she donated her one kidney and extended his life further. And he suffered from lymphoma cancer, she rigorously followed up his treatment and saved his life. Rameshbhai is fighting for his life line and Sharadaben is giving fight to Yama, as a real ardhangini (better half).

Marriages in Hindus are not only for sex and for reproduction but a companionship of living life in all colours, in happiness and in sorrows, giving strength to each other to fight out the challenges. The seven circles around the fire are not limited to seven pledges of life but eternal ties of seven bodies, the sthoola (physical), Sukshma (subtle), Karan (reason), Manas (mind), Atmik (Soul), Divya (pure), Brahma (eternal).

The Hindu couple in their Happiness or in Sorrow, always sing, Janam Janam ka Sath hai, nibhane ko; sau sau baar, maine Janam liye.

Memory Box, the magic of 2%

Human brain has 100 billion neurons, each one is connected with 10,000 other neurons creating a circuit of 100 trillion connections.

Average adult at rest, inhales 7 litres of air (11000 litre/day); inhales 18 % O2 (tracheal air mixed with fresh air) and exhales 16% O2. In net, our body consume 2% oxygen from each breathe and that become the food of our brain and the cells. Nitrogen remain constant in exchange(78%). Carbon dioxide (CO2) inhalation is .04% and exhalation is 4%. Food the organic compound (Glucose) react with O2, CO2 produced (glycolysis) with release of high amount of energy that is used for all life processes: thinking, sensing, the beating of the heart, the movement of our muscles, etc.

Look at the magic of this 2% O2, the neurons register, record and recollect thousands of events and information in seconds.

If neurons carry the memories, than how could we see dreams of unknown events. We create characters, places, language and live a whole life in the dream. We feel happy or sorrow according to the events in the dream. Many well known personalities (Buddha, Mahavir, etc) have remembered their past lives. How could the information retrieved in the neurons of their bodies? There are theories to transcendent across the memories of other brains. One can read the thoughts and memory storages in other minds. How could this be possible?

Alzheimer destroys memories. Increasing age reduces the functions of the neurons.  Neurons are the necessity to carry memories. The question is where the memories are stored? In the neurons? Or neurons are the medium to transmit the memories stored elsewhere. Prima facie, when neurons die or don't get enough oxygen to function, we lose our memories or find it difficult to recollect details. But with treatment when the neurons starts functioning, we recollect the memories. For a moment we forget, but with a note or with a small reminder of an event, the whole file get opened with full details. Is the memory stored with the neurons or with us? 

Hinduism believes that when the physical body dies, the subtle body made of four components (mind, wisdom, chit/memory, ego) leaves and take rebirth as per it's desires following principle of theory of karma/action. The driver carries the four. He carries all information and whenever get an instrument, transmit the information. The physical body and its parts are just an instrument to facilitate the action of the driver. Therefore, in supreme stage of the awareness, one can speak without mouth, touch without skin, see without eyes, hear without ears, smell without nose. The five gyanendriyas and karmedriyas are for manifestation of our physical actions of this mortal world. 

Swaroop agyan made us small, otherwise, all universes and all memories rest in us. We are the centre of the Creation. हरी ओम्!

Urban Gujarat on Cleanliness Mode

We have declared Kadi municipality, the first ODF city of Gujarat. Now on 15/7/2016, Honourable CM of Gujarat, Smt Anabdiben Patel will declare Surat Municipal Corporation (4.5 million), the first ODF (population above 1 million) of the Country. Great working culture and traditions established by the great Commissioners of the Surat city have built the path of better governance of this one of the fastest growing cities. The way population is growing with the immigrants, it will take over Ahmedabad in another 15 years and will become the biggest city of the State.

Our mission is to declare entire urban Gujarat ODF by 15 August 2016, that includes 8 Municipal Corporations and 162 Municipalities. The task is gigantic, but Team Gujarat, with its hardworking, is making it easy. The work of providing Individual toilets to all houses is almost over. In few isolated cases, where individual toilets are not possible to build, public toilets/pay and use toilets/mobile toilets have been provided. The Third Party Checking is in progress. They are checking rigorously ward to ward and preparing the list of deficiencies. Wherever, some discrepancies found, the civic teams are taking corrective steps immediately.

Our mission is to provide underground drainage to all cities. As most of them do have underground drainage system, but we are improving their network to cover the new growth areas. We are speeding up the pending work of house connections to the drainage system where the new lines have been laid. Some of the STP works are in progress and some will find appropriate designs so that the treated waste water will be used for industrial and other non potable purposes.

Our mission is to ensure 100% door to door garbage collection. Segregation of waste at the source is our greatest challenge, that we shall meet through the IEC. Our street animals are using the wet waste mostly, therefore the model of waste to energy hasn't picked up well till date. But with new technology, we may find better solution to this problem too. Regular collection of waste and dumping sites management is our challenge that we shall address on priority. We shall build a model in which, the waste will be collected on a call. We shall implement the GoI's Solid Waste Management Rule 2016 in it's verbatim.

Our mission is to provide safe potable drinking water through tape water connections to all the household. We have been succeeded in doing so in 80% households, and the remaining will be covered on priority. Tons of thanks to the Executives who have built the Narmada water greed and Mahi Pariej water greed, these are supplying drinking water to more than 7900 villages and 115+ cities.

Our mission is to make all the Public places clean: the bus stations, the vegetable markets, the hospitals, the educational campuses, the markets, etc. With the cooperation from the people of the cities and by capacity building of the civic bodies, we are planning a mechanism of permanent solution.

Humans need Oxygen and they generate Carbon dioxide. How could we forget our friends, the Oxygen Cylinders, the "Trees"? "Green Cities Clean Cities" is our motto. We are planting trees and trying to ensure tree guards with watering mechanism so that the survival ratio improves.

Further more, DP, TP, FSI, vertical buildings and more open space for the use and movement of the people living in the cities, infrastructure, slum clearance, wall to wall surface cover, better mobility, etc, will lead our agenda in the coming days. Within a year, 51 services will be provided online through eNagar.

You are requested to write constructive suggestions to make our cities better. Gujarat, the growth engine of the Country will lead from the front.

Republic of Korea, A Model of Spectacular Growth

Republic of Korea (South Korea) a peninsula with 100,140 sq km area of which mountain cover is 70%, with a population of 48 million people among them 47% have no religion, 23% Buddhist, 18% Protestants, 11% Catholics, 1% other religion. It is well known in the world with its spectacular growth in the last 30 years. Freedom of religion is guaranteed by the Constitution in Korea. As a result, large numbers of people believe in no religion, concentrating on their present life with comforts and happiness. 

A Mongolian race people are simple and social like Asian culture. Males earn and give money to the wives and enjoy food and drinks. (they bow down to their wives for demanding money and love: ton juseyo, sarange juseyo everyday!) The females are the backbone of the country as they look after family, finance, farming and jobs. 

Rice still remains the staple of most Koreans. Korean meal accompanied by various side dishes. A Korean traditional meal is not complete without kimchi, a mixture of various pickled vegetables such as Chinese cabbage, radish, green onion and cucumber. Kimchi are prepared with red chili powder and garlic and are soaked in a tasty liquid. People didn’t get vegetables for many months due to the cold climates. Tin late November or early December, Korean families used to prepare enough kimchi to last long winter. The kimchi was stored in large clay jars partially buried to maintain temperature and retain flavour. Now there are refrigerators to preserve kimchi. It is considered hot food with lot of red chilies (not near to the hotness of Indian food). People eat everything including fish, cells, crabs, octopus, chicken, duck, pork, dogs, etc. Pork and coffee become popular in the new generation Koreans. 

The creation of Hangul in the early Joseon period was a key turning point in the history of Korean literature. King Sejong the Great (1392-1450), one of the wisest and most outstanding kings of Korean history has developed Korean written language ‘Hangul’ with the help of scholars. The Korean alphabet has 24 characters; 14 consonants and 10 vowels. They are unique because, consonants are made by following the shape of the pronunciation organ and vowels are made by combining of 3 elements '․, ㅡ, ㅣ', which symbolize the sun, earth and people, the most fundamental features in the universe. Every Korean word is made of the combinations of the consonants and vowels. For us few sentences were important. ‘an nyong ha se yo’ to greet; ‘ol ma ye yo’ to ask price; ‘kka kka ju se yo’ to demand discount and ‘gam sa Ham ni da’ for thanks.  

A Japanese Colony from 1910-1945 was liberated in 1945 was almost destroyed in civil wars between 1950-53 and got divided into North Korea and South Korea following Communist Government and Capitalist Government respectively. Russia supported the North Korean communist troops to destroy South Korea. USA guarded South Korea against the attacks. Approximately 28000 USA soldiers are camped here to guard the country. Both the brother countries spending very huge amount of budget on their defense, the same like Pakistan and India. United together, Korea can surpass Japan.   

South Korea has followed Capitalist Economic Policies of Export Oriented Industrialization; Industrial sequencing starting from Labour Intensive Industries (Textiles, Garments, toys, etc.) to Capital Intensive Industries (Electronics, Car, Ship, Oil Refinery, Civil Works, etc.) to High Value Added Industries. It has 10% large, 20% medium and 70% small industries. The size of the economy is 15^th in the world. It’s export ratio is 43.4%. Samsung, LG, Hyundai, PASCO are the market leaders in the field of electronics & home appliances, car and constructions respectively. 

A story of Samsung started with a small company to make black & white TV in 1969, now reached to earn revenue of $148.9 billion with operating profit of $14.7 billion in 2011 is very encouraging for any entrepreneur. It is global no.1 in TV, monitor, smart phone, DRAM, DDI, NAND Pash; global no.2 in printer and LCD panels. Sony of Japan is trailing in losses and Samsung is competing with Apple. A thrilling story of a poor young man stealing a cow from his father sold it and came to a city, working in a rice shop, lifting bags on shoulders and moving with a bicycle, developed a giant industry PASCO in construction industries is one of the examples of the Korean’s strength and dedication to grow.    

In 1963, workers in the agriculture, forestry and fishery sectors accounted for 63% of the total labour force. This figure dropped to 6.6% in 2010. By contrast the share of tertiary industry grew from 28.3% of employed people in 1963 to 76.4% in 2010. In the 1970s and 1980s, the government focused on the cultivation of a skilled workforce.

Its President Park, Chung Lee (1960-1978) who gave a mold to the country to follow path of Development Dictatorship said, “In human life, economics precedes politics or culture.” Large number of people believes that religion is an obstruction against growth as it kills desire of the people to become the best. 

The country with a GNI Per Capita $63 in 1953, $1000 in 1977, $11385 in 1995, $7000 in 1997 (financial crisis), $20320 in 2007 has reached to $29010 in 2010. It was a country receiving Grant-in aid in form of consumer goods till 1960; received development assistance in form of technical cooperation & loans during 1960-70; and a Donor country since 1990. It has established Korea International Cooperation Agency (KOICA) in 1991 and Join OECD/DAC in 2010.

It has organized Asian Games in 1986, Olympic Games in 1988. Korean youths are very good in Archery, wrestling, judo, taekwondo, badminton, boxing, shooting, TT, weightlifting and handball. 

Some say that Korea is an American puppy.  They are copying America. Christian faith has made strong inroads into the country. Coffee has replaced tea. People prefer pork to sea food. They have followed the same democratic model of USA with a directly elected President and two parliamentary houses, Congress and Senate. American President lives in White House, Korean President Lives in Blue House. USA started FEMA (Federal Emergency Management System), Korea started NEMA (National Emergency Management System). Koreans are marching ahead copying Americans in the interest of the people of Korea.

Korea has a lot to offer visitors; a peninsular country with picturesque valleys, mountains, rivers, beaches, ancient temples, royal palaces, sculptures, pagodas, archeological sites, fortresses, folk villages and museums. Seoul the capital is the world’s 10^th largest city with the glistering facades of soaring skyscrapers and bustling traffic represent its vibrant present. Busan is the second largest metro city with beautiful beaches located at the southeast of the country. Jeju, a honeymoon island is the centre of tourist attractions.

Rahu in Scorpion

Rahu in Scorpio and Saturn in Libra will establish Rule of Law

(Only for the believers)

I was looking at planetary movements and the vents happening around and was wondering, whether there is any link between political turmoil and Rahu’s presence in Scorpio. Rahu entered Scorpio the depleted sign of Moon on 6/6/11 and will remain there till 22/12/2012. 

In past, Rahu was in Scorpio from 30/3/74 to 12/10/75 [Allahabad conviction, declaration of emergency (21/3/75), Navnirman agitation, MISA, suspension of elections, politicians in jail] and from 12/11/55 to 15/1/57 (period of Mundhra scam of LIC followed by resignation of Finance Minister TT Krishnamachari).

What is seen in present public environment? Opposition attacking the ruling parties, pressures on governments, CBI/SIT inquiries, politicians and babus in Jails, people’s unrest, demand of Lokpal, price rise and economic crisis, scams uncovered, active judiciary with landmark judgments, commissions and committees to decide important issues, active print and electronic media, etc.

It seems that the trend may continue in 2012. 

We saw new rulers in Tunisia, Egypt, and Libya after mass agitations.

The Saturn has entered in moon sign Libra since 15/11/2011 and will remain there for 30 months except some period of retrogative movements. Libra is an escalated sign of the Saturn, therefore, the strength of Saturn is at its pick. Libra is a sign of balance and justice. As it moves ahead, it will bring fortunes to many and will establish the rule of law in the country. Those who have managed judiciary for some time will now come under the scanner of the Lady Justice. The Lady Justice wearing blindfold (objectivity), balancing the scales of truth and fairnesswill prevail at the end.
