Bhuvaneshwar- The City of Shaivayat

Bhubaneswar — The City of Shaivayat

The foundation stone of the modern city of Bhubaneswar was laid by India’s first Prime Minister, Pandit Jawaharlal Nehru, on 13 April 1948, around the same period when the foundation of the Hirakud Dam was also being initiated—both symbolising a new vision of development for independent India. Bhubaneswar was master-planned by the German architect Otto Koenigsberger as a well-designed capital city to eventually replace Cuttack as the administrative centre of Odisha.

Even today, the city reflects that original vision of thoughtful planning. Broad avenues, relatively minimal encroachments, organised sectors, and abundant greenery lend it an airy openness. What further distinguishes Bhubaneswar is the vibrant display of Odisha’s traditional art and murals adorning roadside walls and public spaces. The harmonious blend of urban design and cultural expression often gives visitors the impression of strolling through a well-kept European city, yet with a distinctly Indian soul.

Our day in Bhubaneswar began on a delicious note with breakfast at the OPGCL Guest House. After checking out, we set off to explore the city in the warm company of our batchmate, Sangram Mishra. Ever thoughtful, Sangram had already arranged packets of the famous Chhena Poda for all of us—a sweet gesture that instantly set the tone for the day.

The comfortable OTCL vehicle, combined with Sangram’s meticulous coordination at every stop, ensured that our journey through the city was seamless and unhurried.

Temples of Timeless Faith

We began with visits to three of Bhubaneswar’s most important temples—Lingaraja, Mukteshwar, and Rajarani—each narrating a distinct chapter of Odisha’s spiritual and architectural heritage.

It is often said that Puri is the centre of Vaishnavism, while Bhubaneswar stands as the stronghold of Shaivism. True to this belief, the Lingaraja Temple is dedicated to Hari and Har together, worshipped here as Harihara Mahadev—a rare and beautiful synthesis of Vishnu and Shiva. Accordingly, devotees are permitted to offer flowers acceptable to both deities.

Morning entry into the garbhagriha is allowed only until 9:30 am, after which devotees cannot approach the sanctum or touch the base of the deity. We therefore started early, around 8:30 am, to ensure we could enter. As we moved closer to the sanctum, however, the narrow passage carried an overpowering smell—an accumulation of milk, flowers, coconut water, and dense human movement. It prompted an involuntary reflection: Do the gods truly desire such excess, or is inner purity the offering that matters most?

Believed to have been built around the 7th century, the Lingaraja Temple complex, in classic Odisha (Kalinga) style architecture, is a landmark of Bhubaneswar and a reminder of the grandeur of ancient India. The temple houses a Swayambhu Linga, though only the yoni (base) of the linga remains in the garbhagriha; the cylindrical upper portion is said to have been relocated elsewhere within the complex to emphasize the Hari–Har form. Covered with flowers, even the remaining portion was barely visible. We touched the base reverentially and offered our prayers.

The Nandi, instead of facing the sanctum in the usual manner, is located at a separate shrine. A panda there urged visitors to make a payment for feeding Nandi, claiming that only then would Nandi convey their whispered prayers to Lord Lingaraja—a practice that left us quietly amused and reflective.

The vast temple campus includes several smaller shrines—Kali Mandir, Ganesh (Tantric) Mandir, Bhubaneswari Mandir, Annapurna Mandir, and others. The idols of Annapurna and Ardhanarishwar were particularly striking and spiritually evocative.

In the Bhubaneshwari Temple within the campus, a priest was grinding a piece of sandalwood. The stone slab before him and both his hands were smeared with thick sandalwood paste. I asked him gently, almost casually,

“Is this fragrant sandalwood? May I experience its fragrance?”

At this, he became annoyed and replied,

“I am grinding it for the deity. How can I give it to a human being? A human is not allowed to touch it.”

I responded calmly,

“But you too are a human being. With the same hands that perform your daily chores, you are grinding the sandalwood. Then where does the distinction between purity and impurity really lie?”

This only agitated him further. He said,

“I am a priest. For me, everything is permissible.”

A question lingered in my mind—we visit the deity for a moment or two, receive a sense of purity, and return. Their entire life, however, is spent in the constant presence of the divine. Yet why does such rigidity, such distance, still remain?

Our next stop was the Mukteshwar Temple, often described as the architectural gem of Bhubaneswar. Its exquisitely carved torana (arched gateway) and refined Kalinga-style sculptures make it visually captivating. Photography being permitted here, unlike at Lingaraja, we were able to capture its beauty extensively and linger over its artistic details.

The Rajarani Temple, sometimes referred to as the “Love Temple,” stood apart in character. Devoid of any idols inside, it is renowned for its finely sculpted outer walls depicting graceful women and sensuous couples. Surrounded by a well-maintained garden, the temple offered a serene space to pause and absorb the artistry of a bygone era.

Flavours of the Street and Stone

After the temple trail, we treated ourselves to Dahi Vada–Ghuguni at a footpath stall. Spicy, tangy, and distinctly different from its North Indian counterpart, it introduced us to a new flavour profile of Odisha’s street food—simple yet unforgettable.

We then visited the Khandagiri–Udayagiri caves, spending some quiet, contemplative time amidst these ancient rock-cut shelters. Although we could not locate the famed edict of King Kharavela, nor did we climb up to the Jain temples at the top, the place still resonated with history and austerity. In the heat of the day, the cool coconut water and its tender pulp refreshed us deeply and lifted our spirits.

A Meal to Remember

Lunch at Dalema, graciously hosted by Sangram, was a true introduction to authentic Odisha cuisine. The meal featured Badi Chura, Besara (mixed vegetable curry), Chhatu Rai (mushroom preparation), Alu Jhuri Bhaja, Alu Bharta, Papad, Chapati, and refreshing Chhach (buttermilk)—a wholesome, earthy spread that delighted both palate and soul.

After lunch, we checked in our luggage at Hotel LYFE and proceeded towards Nandankanan.

Into the Wild at Nandankanan

Our visit to Nandankanan Zoological Park and Wildlife Sanctuary turned out to be the highlight of the day. Mr. Sanat Kumar, Deputy Director of the Zoo, welcomed us with exceptional warmth, ensured smooth transportation arrangements, and later hosted us for a delightful high tea.

At Nandankanan, the forest officials welcomed us very warmly and presented us with flower sticks and jungle caps. All of us wore the caps, but Garima tucked the flower stick into the thread on top of her cap and wore it that way. Seeing this, Rajendra followed suit. His wife Archana burst into loud laughter and joked, “It looks like there’s a torch fixed on the cap!”

Later, we all tucked flower sticks into our own caps, enjoyed the humor of the moment, and captured it in photographs.

Spread over approximately 4.4 square kilometres, with a vast water body covering nearly 66 hectares, Nandankanan offers a rare blend of zoo and sanctuary. The animals roam in expansive open enclosures, giving visitors an authentic jangal safari feel. We were fortunate to see white tigers, a black tiger, lion brothers, bears, giraffes, hippopotamuses, foxes, otters, and many other species.

The ropeway ride, gliding silently over the water body, offered breathtaking panoramic views of water, sun, and sky—a moment of pure calm and beauty that stayed with us long after the ride ended.

With nearly 500 personnel dedicated to its upkeep, Nandankanan stands out as one of the best-maintained and most thoughtfully preserved wildlife sanctuaries in the country.

An Evening of Friendship

After returning to Hotel LYFE and refreshing ourselves, we headed for a club dinner at Jalsa, Bhubaneswar Club, hosted by UP Singh. Other batchmates joined in, adding to the warmth of the evening. PK Mohanty and his wife Ila brought homemade sweets—Munda and Chhena Ziri—which were absolutely delicious. The Club President, Mr. Pradeep, made a special effort to come and meet all of us, rounding off the evening on a gracious note.

The day finally ended with the comforting hope of sweet dreams, as we retired to our hotel rooms—content, enriched, and grateful for a day well lived in the spiritual and cultural heart of Odisha.

Birthplace of Netaji Subhash Chandra Bose

Netaji: A Birthplace, a Memory, and the Signature of Destiny

Some faces do not remain confined to walls; they settle quietly in the mind.

In the years of India’s freedom struggle, the walls of almost every home were adorned with portraits of national leaders. In my home too, alongside Gandhi, Nehru, Patel, and Shastri, hung a radiant face with resolute eyes—Netaji Subhas Chandra Bose. Our days began and ended with those faces. It was a silent education—teaching us that life is not meant to be lived only for oneself, but also for the nation.

Of these five great personalities, I had already been fortunate enough to visit the birthplaces of four. Only Subhas Babu remained—almost as if history had deliberately saved him for the end.

A young man who clears the British ICS examination renounces that highest office while still on probation and plunges into the fire of the freedom struggle. At the age of forty-one, he becomes President of the Indian National Congress, only to relinquish the post later in defense of his principles. During the Second World War, confined under house arrest in his own home, he slips away into the darkness of night and embarks on one of history’s most daring journeys—through Afghanistan to Germany, radio broadcasts, and that immortal address:

“My dear countrymen…”

The entire nation trembles with emotion.

With the support of Nazi Germany, radio broadcasts are aired in multiple languages—not mere propaganda, but a clarion call to awaken a sleeping nation. Then comes the submarine journey to Japan, the leadership of the Azad Hind Fauj, and in October 1943, the formation of the Provisional Government of Azad Hind. He was not merely a military leader—he was the Head of State and the Prime Minister.

But history never moves in straight lines. America’s atomic bombs altered the course of the war. Japan was defeated, and in that very fortnight, Netaji vanished in a mysterious plane crash. A death that many still refuse to accept. That is why he has no death anniversary—only question marks. Inquiry commissions were formed, files were opened, yet the truth remains only partially revealed. The urn kept at Japan’s Renkoji Temple—does it hold his ashes or not? And if it does, why has it not been brought back? These unresolved questions still pulse within India’s conscience.

Netaji himself was an ICS officer. Somewhere, silently, his influence also shaped my own journey toward becoming an IAS officer. In the 1980s, the film Gandhi had once again transported the nation to the days of the freedom movement. I had studied the movement, and I had also seen it unfold through cinema. My parents themselves were witnesses to, and participants in, that struggle—so patriotism for us was not a lesson, but a legacy.

April 1985. The UPSC interview.

Being from Gujarat, the board began with Gandhi and naturally moved toward Subhas Babu. Questions on Gandhi were easy—but Netaji’s resignation from the Congress presidency, his Great Escape, and his mysterious end—those finer details were hazy.

And then—destiny signed its name.

Just before the interview, I went to Kantibhai Sharma’s barbershop for a haircut. It was crowded. Sitting outside on a bench, I picked up some old magazines lying nearby and came across an article analyzing the reports of various commissions on Subhas Chandra Bose’s death. I read it carefully—not just read it, but understood it.

During those twenty-five minutes of the interview, that article became my shield. The comparison between Gandhi and Bose, the theories surrounding Bose’s death—everything flowed effortlessly. That coincidence became the key to my success.

Today, years later, I stand in Cuttack—at Netaji’s birthplace.

Gandhi was born in a Diwan’s house, Nehru in a grand mansion. Subhas Babu too was born in a prosperous haveli—he had access to good education, comforts, and opportunities. Yet he chose not the service of power, but the service of the nation. Inspired by Swami Vivekananda, he became not a servant of the British Empire, but an Indian revolutionary.

Today is the 130th birth anniversary of Netaji Subhas Chandra Bose.

Cuttack is filled with people. Hindus and Muslims, all together. Patriotic songs echo in the air, awakening new hopes of unity. This is not merely remembrance—it is inheritance.

Netaji departed—or perhaps he never did.

Some people do not die in history; they become questions.

And questions—keep a nation alive.
